Changsha has a clear city planning strategy which covers infrastructure, industrial development and living environment
The government continues to strengthen infrastructure links to provide improved
access in and out of Changsha.
? In 2006, roughly USD 1.3 billion was invested in urban infrastructure
construction, including USD 280 million on transportation facilities
? From 2007 to 2010, a total of USD 12.2 billion will be invested in infrastructure
construction with a focus on transportation, energy security, IT infrastructure
and water facilities
Changsha’s government has set a New Industrial Plan (2006-2010)
? 80 percent of manufacturing enterprises will be located in Lugu Valley, Xingsha
zone and the area of Wangcheng and Jinxia with a focus on raw materials,
energy and the chemicals industry
? The added value of the high technology industry will amount to 45 percent of
total added value of industrial output
? 70 percent of designated enterprises (a) will obtain the verification of ISO14001
by 2010
? Changsha’s government's New Industrial Plan (2006-2010) has a focus on six
key manufacturing sectors: machinery, automotive and parts, home appliance,
electronic information, traditional Chinese medicine and bio-pharma, and
advanced materials
Changsha’s living environment is also being enhanced
? The real estate sector attracted USD 3.9 billion in investment during 2006,
a rise of 22 percent from 2005; a further USD 13.6 billion is planned for
investment by 2010
? Per capita living area of urban residents reached 27.2 m? in 2005; the
government is expecting to increase this figure to 32 m? by 2010
? A series of regulations on environmental protection have been issued recently
regarding air pollution and the disposal and treatment of waste water, air
pollution and solid waste
? By 2006, green space in urban areas reached 42.4 percent with green area per
capita at 9.4 m2
