Industrial zones in Changsha, Changsha’s two industrial zones provide a convenient base of operations for foreign investors In order to assist foreign investors in establishing operations, the central government has established the following two national-level zones: ? Changsha Hi-tech Technological Industrial Development Zone (“Lugu Valley”) ? Changsha Economic & Technical Development Zone (“Xingsha Zone”) These zones offer standard factory space and industrial land with infrastructure (such as power, road connections), tax incentives, plus a zone administration that can assist investors with routine set-up and operational issues.
